The Primary HealthCare Development Board is saddled with the responsibility of coordinating the primary healthcare system in the state in line with the concept of Primary Health Care Under One Roof (PHCUOR).
PHCUOR mandates that the primary health system should have one Management structure, one Monitoring and Evaluation, and one Plan. The nine pillars of PHCUOR include Governance, Financial structure, Office Set up, Systems Development, Operational Guidelines, Minimum Service Package, Legislation, Human resources, and Repositioning.
