Special Public Works Department is one of the four (4) core programmes of the NDE. It seeks to identify and exploit opportunities that abound in the public works sector by organizing the skilled, semi-skilled and unskilled persons that are unemployed to carry out utility, environmental, infrastructural development and sanitation works. The programme promotes mass strategies through the attachment of qualified graduates to willing employers of labour for skills upgrading during which permanent or self- may be secured.

Beneficiary data will be collected and registered by selected banks. Banks will open accounts for all beneficiaries and receive BVN for those who do not have one. As a result, all deductions will be made directly from the CBN to the beneficiaries’ accounts. The banks would also enrol the applicants for the Special Works Program at the same time.
